Hardly 90% of these men could write their names in which case I presume thumb impressions would have to be taken for comparison month by month by the Local Auditor or else each man would have to make his mark witnessed by some one who could be held responsible. Such red tape rules cannot be enforced if any @conomy is to be studied. All payments are witnessed by a reliable European who is in daily contact with the workmen and who knows most of them by sight.
